Manage E911 database information

Functions:

	E911 option supplements Plant/Cable Records module
	Generates an initial E911 database for export to an E911 service provider
	Allows changes, additions, and/or deletions of relevant E911 information
	Produces E911 database update files for export to an E911 service provider
