Integrated image display capability

Functions:

	Adds image retrieval/display capabilities to Plant Records / Cable Records module
	Provides one-button context-sensitive image retrieval (buildings, cables, terminals, special circuits and more)
	Helps organize and manage the image library
	Makes the same drawings and maps available to all TMS users

	Works with TMS running on networks or UNIX hosts with Windows clients
	Quick-loading image viewer with initial scrolling capability included
	Compatible with most Windows graphics applications
	Compatible with Windows CAD packages such as AutoCAD LT for Windows and AutoDesk View
